The Holbeck and Canal Wharf conservation areas are in the process of transformational change with a series of major new developments that are regenerating the former industrial heartland of Leeds to become a vibrant mixed-use neighbourhood with an increased density of development and a new resident population.

In this changing context the existing 1990’s office on the site became less viable in terms of market attractiveness, flexibility and also in comparison to the quality and type of new employment space that the city can offer.

RDA’s proposed development of 170 BTR apartments within a building of 9 –11 storeys in height received planning consent in January 2025. The design was inspired by the rich industrial heritage of the remaining red brick warehouse and wharf side buildings and the mellow Yorkstone of the canal and waterside structures.

In addition to the residential accommodation the proposals include an extensive, landscaped roof terrace, new public, fully accessible pedestrian and cycle connections between Water Lane and Canal Wharf together with residents’ amenity facilities.

The proposals represent an increase in site density of over 800%.
